B. Regional seafood processing centers
In 2019 the COA guided the Nan Hsien Fishermen’s Association and the Yungan Fishermen’s Association in establishing processing factories that meet HACCP norms. These are expected to begin operations in the first half of 2020, when they will provide local aquaculture farms with nearby and immediate handling of seafood products and produce frozen processed goods. These will make it possible to diversify sales channels and the market for seafood. In addition, fishermen’s associations can purchase seafood at reasonable and stable prices and, by using frozen storage, adjust production and sales volume.
C. Regional washing, grading, and distribution centers for chicken eggs
In coordination with the policy of comprehensive washing and grading of chicken eggs, the COA guided cooperatives and production-and-marketing groups to form regional washing, grading, and distribution centers for chicken eggs. The COA has completed guidance of the Fangyuan Township Farmers’ Association and the Dacheng Township Farmers’ Association (both in Changhua County) as well as the Egg Marketing Cooperative, Republic of China in setting up washing, grading, and distribution centers for chicken eggs. We have also upgraded their facilities and equipment such as automated washing and grading machines, packaging machines, and basket washing machines. Through these centers it will be possible to maintain a regional balance between egg production and sales, stabilize the quality of the egg supply, and develop international markets for the export of chicken eggs.
(3) Creating "Agricultural Products Value Added Prototyping Centers"
A. In 2019 the COA established "Agricultural Products Value Added Prototyping Centers" at seven locations, including the Taiwan Agricultural Research Institute; the District

Agricultural Research and Extension Stations in Taichung, Tainan, Kaohsiung, Hualien, and Taitung; and the Tea Research and Extension Station. These Centers provide primary processing and prototyping services, including drying, grinding, milling, and roasting.
B.In order to link together the services and capabilities of the various regional agriproduct processing centers, the "Agricultural Products Processing Integrated Services Center" was established in the Central Taiwan Innovation Campus of the Ministry of Economic Affairs. A services webpage and toll-free services hotline (0800- 037-038) were also set up for the Center to provide farmers with one-stop consulting services for agriproduct processing.
C. In 2019 the agriproduct processing integrated services system provided processing consultation services to farmers 1,470 man-times, and processing prototyping services 466 man-times.
(4) Upgrading the quality of agriproducts
In order to upgrade the quality of fruit and vegetables and build a complete post-harvest handling process, we guided production-and- marketing groups, farmers’ organizations, and agribusinesses with sales channels to participate in programs such as the "fruit production-and-marketing supply chain program" in order to improve their production- and-marketing equipment (facilities), including differential pressure cooling facilities, cold storage warehouses (freezers), and grading
