                                  matchmaking with the back end of the industrial chain to stabilize supply of and demand for bamboo materials.
(2) Promoting regional agricultural processing centers
In order to raise value-added in agriculture, under the "New Agriculture" policy the COA has been promoting the establishment of regional agricultural processing centers. We have encouraged the formation of agricultural industrial alliances, bringing together farmers organizations, agricultural production-and- marketing groups, and individual farmers. Through the integration of production-and- marketing systems and contract production, and assistance in the installation or improvement of processing equipment and facilities, the COA has expanded production capacity and constructed factories that conform to hygiene and food safety regulations. These are available to do value-added processing of agriproducts on behalf of farmers. Meanwhile, cold storage warehouses (freezers) are used to undertake adjustment measures for raw materials or products in order to stabilize production and sales. These measures open the door to more diversified consumption of domestic agriproducts and pave the way for reaching the goal of making agricultural "six industries" (combining aspects of primary, secondary, and tertiary industries).
The target for this policy is to establish 20 regional agricultural processing centers by the end of 2020, in three main categories: agricultural product processing (regional agriproduct processing centers), seafood processing (regional seafood processing centers), and livestock processing (regional washing, grading, and distribution centers for chicken eggs). Details on these are as follows:
A. Regional agriproduct processing centers
The COA has selected agricultural processing factories with a certain scale of operations and production capacity located

in major crop production areas and that coordinate with policy as subjects for guidance to establish regional agriproduct processing centers. We have assisted them with measures such as expanding production capacity, ensuring that their factories conform to hygiene and food safety regulations, and making them available to do value-added processing of agriproducts on behalf of farmers, in order to construct a vertically integrated production and sales system to stabilize production and sales of agriproducts and increase their value-added. In 2019 the COA established such processing centers in two locations, with the operators being the Beidou Agricultural Cooperative in Changhua County and the California Farm Cooperative Society in Kaohsiung City. We guided them in improving their "flash-freezing" processing facilities (equipment) and in adding cold storage warehouses (freezers), increasing the scale and efficiency of production and raising storage capacity, thereby strengthening their processing capabilities. We also expanded the volume of raw materials produced under contract for processing to about 2,500 metric tons. These measures make it possible to manufacture a greater variety of processed fruit and vegetable products and diversify consumption of domestic agriproducts.
