8. Developing Primary Processing and Cold Chains as well as Diversified Marketing Channels
(1) Promoting management of primary processing for agriproducts
To construct a unified management system for agriproducts from production to primary processing, strengthen the sanitation and safety of agriproducts, assist small farmers to get licenses for processing sites, facilitate their access to sales channels, expand the sales of agriproducts in stores, and encourage agricultural upgrading, the COA constructed a management system for "Primary Agricultural Products Processing Yards." Results of the implementation of this policy were as follows:

A. The COA drafted an amendment to Article
18 of the "Agricultural Production and
Certification Act" to serve as the legal and food safety and hygiene. basis for the issuance of the "Regulations
Governing Primary Agricultural Products
Processing Yards." The amendment of the
Act was promulgated by the President on
December 25, 2019.
B. The COA researched and wrote up a draft of the "Regulations Governing Primary Agricultural Products Processing Yards," and held nine farmers’ seminars and five public hearings on the draft, with participation by 943 farmers, sellers, and members of environmental groups. These people expressed support for the main directions and contents of the draft.
C. The COA held education and training courses in processing technology and food sanitation and safety. In all, ten courses were offered, with each one lasting 40 hours. A total of 683 farmers signed up for the training, with 563 receiving certification that they passed the course.
D. The COA guided processing venues to conform to health and safety regulations. An expert guidance team improved the flow, production process, and staff
E. The COA also brought fishermen and fishermen’s organizations doing primary processing of seafood within the scope of management of "Primary Agricultural Products Processing Yards." We constructed a unified management system from production through primary processing, drafted standards for applications from seafood primary processing venues, and specified processed products and processing methods to which these standards would be applicable.
F. In 2019 the COA helped to construct the 34.4-hectare "Makino Bamboo Forest Sustainable Operations Demonstration Zone" in Fuxing District of Taoyuan City and the "Innovative Bamboo Industry Supply Chain Demonstration Zone" in Zhushan Township of Nantou County. We have operated these on a trial basis, helping to do business

hygiene management at 16 locations, to bring processing venues in line with the "Regulations on Good Hygiene Practice for Food."
