3. Upgrading of Animal Husbandry
(1) Upgrading the quality and safety of domestically produced pork
A. Separate track management and labeling of domestic pork vs. imported pork
To protect the rights and interests of consumers, the COA continued strengthening the use of traceability codes on domestically produced pork to indicate the source farm, to achieve the goal of differentiating domestic from imported frozen meat products. Through 2019 the cumulative coverage rate for domestic fresh pork traceability signs was 86.6%. In addition, in 2019, the COA, with assistance from industry associations, undertook inspections of signage for frozen and thawed pork at 608 businesses selling fresh pork, and used the enzyme (HADH) activity assay on 75 samples, all of which conformed to regulations.

B. Modernizing the transport and marketing of meat products
Consumers in Taiwan have always been in the habit of buying freshly-slaughtered pork in traditional markets. This makes meat stall operators unwilling to switch over to sales of temperature-controlled meat. Over the last two years the COA has used gradual methods to guide carcass holding areas at slaughterhouses, carcass transport vehicles, and traditional butchers’ stalls to install temperature control equipment to serve as demonstration points. We promoted the "plan for modernization of the domestic fresh meat supply chain," and in 2019 subsidized four slaughterhouses, 36 carcass transport vehicles, and 109 traditional butchers’ stalls to set up temperature control equipment and improve the sanitation of their environments. The integration of a system of cold-chain logistics to ship meat from low-temperature slaughterhouse holding areas to end-point sellers with temperature control facilities has upgraded the safety and quality of domestically produced fresh pork and maintained its freshness and extended its shelf life. These measures have all upgraded the competitiveness of the domestic livestock industry.
(2) Stabilizing the supply and marketing of pigs
A. Raising the livability rate of pigs
The COA has been working to construct an optimal pig supply system. In 2019 there were 3,372 registered head of breeding pigs, with follow-up tracking of 3,400 descendants; the COA promoted the use of 200,000 doses of superior sperm; and 13 breeding pig farms tested negative for pseudorabies. We continued to implement a program for pig-raising experts from Denmark to come to Taiwan to train pig farmers in the technology and skills of the pig-raising industry, with more than 576 participants. By the end of 2019 the PigCHAMP digital precision management system had been
