incentives and subsidies as well as low-interest policy-oriented special agricultural loans, and continued to coordinate with the Ministry of Economic Affairs to maintain or raise the feed-in tariff (FIT) for electricity, in order to increase the willingness of livestock farm operators to invest in biogas power generation. Also, through scientific research projects the COA explored the impact of waste water handling methods on biogas production volume. For example, we explored the water quality and biogas yield from high concentration waste water after anaerobic treatment. Results showed that after anaerobic treatment the COD and SS removal rates were over 86%, with biogas volume of 3,376 L/d and

methane content of 61.96%. Other experiments were done using small modules to undertake fermentation of pig feces together with pineapple bran. Results showed that by adding pineapple bran in ratios of 10%, 20%, 30%, and 40%, the amount of biogas produced increased by 17.3%, 34.1%, 40.9%, and 57.7% compared to the group with no pineapple bran added.
(4) A vertically integrated operating model for production and marketing in the poultry industry
The introduction of fast food into Taiwan in 1984 satisfied increasing demand from outside diners (people who buy cooked food outside the home) which arose as a result of (i) citizens’ desire at the time to try something new, as well as (ii) urban development. In order to provide consumers with products of stable quality and maintain a healthy processing process, demand

arose for standardization and a high level of sanitation for upstream raw materials. This caused the broiler chicken industry to move in the direction of electrical slaughtering systems and vertically integrated management. Poultry farm operators have chosen to sign contracts to produce chickens that meet the specifications and pricing methods of downstream purchasers. These contracts can be divided into three types: substitute raising, guaranteed price, and market price. Under substitute raising contracts, the contracted operator provides raw materials for raising chickens. Guaranteed price contracts mean that the chickens are purchased according to a pre-arranged guaranteed price. Market price contracts mean that chickens are purchased at the market price at the time of the transaction. Chicken-raising businesses switch among different methods of pricing under different contracting models depending on the price of chickens and costs of raising them. In 2019 over 95% of broiler farm operators chose to raise chickens under contract with feed factories or slaughterhouses.
(5) Promoting comprehensive washing and grading of chicken eggs
The COA has been promoting the policy of comprehensive washing and grading of chicken eggs since 2017. As of the end of 2019, the COA had guided farmers’ organizations to collaborate to establish one medium sized egg washing, grading, and distribution facility and two small facilities, and guided 15 poultry farms to install simple washing and grading machines. Moreover, as part of guidance work for promoting the policy of washing and grading chicken eggs, starting on September 1 of 2019 the COA began giving priority to supplying domestically produced washed and graded fresh eggs that meet the "Three Labels and One QR Code" standard for nutritious school lunches. Eggs are individually printed with traceability codes and the date of washing and grading in order to facilitate their traceability. In the future we will continue to
