(4) Providing integrated services for agricultural digital information
A. Making agricultural information available to the public
To raise the transparency level of government administration, the COA has continued to collect, collate, and release information to the public, providing it for non- governmental interface applications. By the end of 2019, the COA had provided over 10 million pieces of information in 1,400 categories. We also set up 40 Open APIs, to facilitate value- added uses of agricultural data, upgrade the effectiveness of information applications, and increase positive communications and interactions between the government and citizens. In addition, through the "Agri Beta" platform (the "smart agriculture common information platform"), the COA constructed a data reservoir, continuing to collect data related to agricultural production management and using an Open API to provide third party data or data applications by agriculture-related organizations. Currently, each day through the Open API mechanism we provide traceability data (the "Three Labels and One QR Code") interface services for farm, fisheries, and animal husbandry products used in school lunches in over 3,000 elementary and secondary schools nationwide, building a management mechanism
for tracing school food ingredients back to their place of production, and thereby lowering food safety risks and shortening response time in the event that a food safety problem arises. Other types of data, including agricultural weather observation data and information on market conditions and pesticide and fertilizer products, are also provided to the public through a similar operating model.
B. Building a cooperative platform for agricultural spatial information
In 2019 the COA pro-actively expanded and used the agricultural spatial data coordination mechanism to develop diversified services and applications, including the following:
(a) Establishing standardization services for basic agricultural cartographic data
The COA continued to work with the National Land Surveying and Mapping Center, Ministry of the Interior to correct errors and amend the "national geographic information systems (GIS) cadastral map" to serve as common cartographic data providing the COA with agricultural spatial information. Moreover, using the national GIS cadastral map as the foundation, we have organized cartographic data on 40 important agricultural subjects and offered "geographic information warehousing center" services, providing data for diversified applications such as surveys of the agricultural
