C. To gather opinions from all stakeholders and expand participation, during the draft bylaws advanced notification period from December 2018 through January 2019, the COA organized educational meetings on the draft bylaws in eastern, central, and southern Taiwan. Moreover, after the bylaws came into effect, the COA held 20 educational meetings in various locations to help ensure that all stakeholders could get to know all the provisions.
D. After the OAPA went into effect on May 30, 2019, the COA began to promote relevant industrial guidance measures. For example, farmers who rent state-owned land or land owned by state-run enterprises to undertake organic agriculture need only submit an application and they can enjoy a 40% reduction in rent and guaranteed rental periods of between 10 and 20 years. In addition, there have been marked achievements in the area of negotiating and signing bilateral arrangements on organic equivalence with other countries. Japan was the first country to sign such an arrangement with Taiwan, which occurred on October 30, 2019, and there are ongoing negotiations between Taiwan and Australia, New Zealand, India, the US, Canada, and other countries. These arrangements will facilitate the exporting of organic agriproducts from Taiwan.
