      Annual Report 2018 Council of Agriculture, Executive Yuan                 Budget for subsidiary agencies (including the Agricultural Special Revenue Fund and the Agricultural Operations Fund): (a) Total revenues were budgeted to be NT$52.668 billion, an increase of NT$6.869 billion (15%) as compared to the 2017 gure of NT$45.799 billion. (b) Total expenditures were budgeted to be NT$42.029 billion, an increase of NT$1.482 billion (3.66%) as compared to the 2017 gure of NT$40.547 billion. (c) The total balance was budgeted to be in surplus by NT$10.639 billion. In addition, NT$451 million was mobilized from the Secondary Reserve Fund, bringing the total available to NT$128.326 billion. The nal accounting showed NT$127.926 billion spent (including NT$122.933 billion in actual expenditures, NT$938 million payable, and NT$4.055 billion reserved). There was a surplus of NT$400 million. Actual expenditures accounted for 99.69% of budgeted funds.
