Annual Report 2018 Council of Agriculture, Executive Yuan Special budget for the Comprehensive River Basin Management Plan, Phase 3: The special budget for the third phase (the 2018-2019 scal years) of the Comprehensive River Basin Management Plan, for which the COA is the governing agency, totals NT$4.878 billion. The budget for the 2018 fiscal year was NT$2.694 billion. Figures 3 and 4 show allocations of this special budget by function and agency, respectively.
