◆ Adjusting the dog-catching model to coordinate with the "No Kill" policy
In 2017 the government implemented the "No Kill" policy for animals in shelters, sharply reducing the number of animals euthanized. In 2018, the government caught 19,731 animals, a reduction from the 23,608 caught in 2017. Governments at the municipal, city and county level, aiming to deal with the limited space available at shelters and to maintain the quality of life of animals in shelters, adjusted their dog-catching models to give priority to catching dogs that pose a public safety problem.
◆ Designating "hot spots," effectively handling stray dogs
In response to the "No Kill" policy, the COA has devoted great effort to guiding local governments to strengthen control over stray dogs at "hot spots" of human-animal conflict. In the short term, in order to reduce the number of animals entering shelters, the COA has also (i) neuteured a large number of dogs to reduce the number of stray dogs at the source and (ii) severely punished pet abandonment. We have
also worked with non-governmental animal welfare organizations to widely promote animal adoption and raise the rate of adoption of animals in shelters, thereby enhancing animal welfare.
(3) Humane management of economic and experimental animals
In 2019 the COA oversaw local governments in making inspections of transport and slaughtering operations on over 371 occasions, and held 81 lectures for animal transport personnel and slaughtering personnel, with 2,123 people earning lecture-attendance certificates. Moreover, the COA continued to undertake education and training related to humane management at institutions that use animals for scientific purposes, conducted 87 on-site inspections of such institutions, and held three lectures to promote the principle of the 3Rs (replacement, reduction, and refinement), with a total of 376 attendees.
8. Promoting Rural Regeneration
The four main axes of the Rural Regeneration Program are production, living, ecosystems, and partnership. The main objective of the policy is to encourage rural communities to grow with their own different characteristics and ethos, which in turn encourage regional ripple effects building on local industries, natural resources, and special cultural features of various areas.
