machinery," and "integrating and promoting agricultural services," in order to cope with the rural labor shortage.
In terms of "increasing the supply of domestic manpower," the COA organized various types of agricultural manpower teams including agricultural technical teams, agricultural cultivation teams, industrial expert teams, mechanized cultivation teams, and open-prison teams. We also cooperated with municipal, city, and county governments to form labor activation teams. Through matching and assignment via the "Agricultural Human Resources" platform, in 2019 these teams worked a total of 412,987 man-days, providing services to 5,946 farms. As for the short-term high-volume demand for labor, the COA organized "holiday farmer" teams on 39 occasions, with 1,988 people participating, and also provided incentives to students to work part-time on farms 1,911 man- times, providing a total of 25,601 man-days of service. These numbers demonstrate the COA’s commitment to recruiting diversified manpower for agricultural work.
In terms of the use of foreign manpower, the COA adopted the principle that such labor should only be used in a supplementary fashion. In May of 2019 the COA started trial implementation of the hiring of foreign migrant workers in the dairy industry, issuing 152 certification letters. Farmers’ and fishermen’s associations, farming, forestry, fisheries, and animal husbandry collectives, and non-
profit organizations began offering outreach services for foreign workers, with 463 persons approved. Also, Taiwan and Indonesia signed an agreement to start an "Indonesian Young Farmers Internship Program in Taiwan," and in September the first group of 53 Indonesian young farmers arrived at 45 farms to do their internships and assist in agricultural tasks.
In terms of "reducing demand for labor," the COA formed seven mechanized cultivation teams with 81 persons, introduced needed machinery and operating models, and employed manpower incentive measures, to promote mechanized cultivation services using cooperation between man and machine. These services were provided to 192 farms for a total of 11,465 man-days, with a total cultivated area of 954.57 hectares. Moreover, to strengthen mechanized cultivation services for various crops and raise the usage rate of existing agricultural machinery, the COA guided county and city governments in forming "agricultural mechanized cultivation services associations," which brought together more than 1,600 mechanized cultivation operators with over 5,000 pieces of large agricultural machinery. We also set up the "agricultural mechanized cultivation services system" to enable farmers to conveniently search for information about relevant operators and hire them to provide cultivation services, thereby creating a mutually beneficial cultivation model.
