rabies prevention work in cities and counties, strengthened management of dogs and cats at the source, strengthened health education and guidance, stored up vaccines, and trained pertinent personnel. We also did R&D work on the oral rabies vaccine for ferret-badgers. All these measures will help us control rabies.
(5) Strengthening prevention of classical swine fever (hog cholera)
Classical swine fever (hog cholera) is classified as a "Type A" infectious disease under Taiwan’s "Statute for Prevention and Control of Infectious Animal Diseases." In order to prevent a classical swine fever outbreak in Taiwan, the COA, acting in accordance with the "Regulations of Required Vaccines and Their Management for Elimination of Classical Swine Fever and Foot and Mouth Disease," continued to vaccinate pigs against classical swine fever at the optimal vaccination time. Based on data from the Animal Health Research Institute, there has been no confirmed case of classical swine fever in Taiwan since 2007.
(6) Implementing monitoring, early warning, and prevention of pests
◆ In 2019, the COA conducted monitoring and surveying for early warnings and alerts for 16 specific plant diseases and pests, including rice blast, the oriental fruit fly, and corn thrips, on 28,822 occasions. Based on the results of these surveys, we issued 44 early warnings and alerts, and through the "Field-Side Assistance" system sent 60,470 emails, 47,495 text messages, and 13,296 faxes to remind farmers to take notice and prevent these organisms from causing harm to their crops.
◆ Starting from June of 2019, the COA began conducting monitoring and surveying of fall armyworms with sex pheromones at major domestic ports of entry and production areas of high-risk host crops. By using the crop natural disaster notification system, occurrences and localities of fall
armyworms were recorded and analyzed. The COA issued early warnings based on the predicted density of fall armyworms, and supervised local governments in strengthening pest control, eradicating affected crops, and applying pesticides on 18,831 hectares of land. We also studied whether damage to flint corn caused by fall armyworms prevented farmers from selling enough flint corn to meet the minimum requirements for incentive payments, and collected data to guide farmers to make adjustments for this industry.
◆ Black cocoa ants (Dolichoderus thoracicus) create problems for farming and the daily lives of rural residents. The COA and the Environmental Protection Administration of the Executive Yuan held a joint research conference and press conference on this issue. Also, we provided bait and other materials to local officials in eight townships with severe infestations, while also setting up prevention technology demonstration zones and conducting education and guidance work in four other townships, thereby assisting local governments in guiding citizens in prevention work against these black cocoa ants.
