system. The COA also strengthened knowledge among citizens of ways to maintain safety in the development and use of slopeland.
4. Preventive Measures Against Animal and Plant Diseases and Pests
(1) Prevention of African swine fever
Since the report of the first case of African swine fever emerged from mainland China on August 3 of 2018, there have been outbreaks of African swine fever in 11 Asian countries. Taiwan’s prevention measures in 2019 focused on "keeping the disease outside the nation’s borders, taking preventive measures within the nation’s borders."
In terms of "keeping the disease outside the nation’s borders," the COA coordinated with border agencies to strengthen inspection and
guidance tasks for all high-risk channels for the transmission of African swine fever into Taiwan, including inbound travelers, goods, express delivery and postal parcels, and fishing boats.
In terms of "taking preventive measures within the nation’s borders," the "African Swine Fever Central Emergency Response Center" was founded to coordinate with local (municipal, city, and county) governments in conducting exercises about situations they might face in the event of an outbreak of the disease. The COA also adopted a number of important measures, including creating an early warning system, doing on-site visits and disease prevention guidance at livestock farms, promoting the use of livestock health declarations, strengthening sanitary inspections at slaughterhouses, and guiding the transformation of farms that feed pigs with kitchen waste.
In order to monitor and supervise the transportation of pigs from livestock farms in real time, the COA required the compulsory installation of GPS on transport vehicles for live pigs and pig carcasses, viscera, and cuts. GPS was installed on a total of 3,163 vehicles, making it possible to track the transportation of live pigs and pork products in real time.
(2) Application to the World Organisation for Animal Health (OIE) for recognition of Taiwan (including Taiwan proper, the Penghu area,
and the Matsu area) as a zone "free of foot and mouth disease where vaccination is not practiced"
Taiwan has enjoyed considerable success in its efforts to prevent foot and mouth disease (FMD). Vaccinations for FMD ceased in Taiwan proper, Penghu County, and Lienchiang County (the Matsu area) from July 1 of 2018. After more than a year of monitoring, no new case was discovered, bringing Taiwan into compliance with the requirements to apply for recognition as a zone that is "FMD-free where vaccination is not practiced." The COA therefore convened meetings and asked the relevant agencies
