                                  prevention in Aboriginal townships. In Phase 3 of this Plan (2018-2019), total expenditures were NT$2.782 billion and the COA handled 554 conservation and management construction projects, effectively stabilizing 3.12 million cubic meters of soil.
In 2019, the Yilan, Changhua and Chianan irrigation associations undertook 22 construction projects for the improvement of farmland drainage, improving about 24.13 kilometers of drainage channels and 22 water conservancy structures, thereby reducing the threat of flooding on 2,170 hectares of farmland that are prone to inundation.
Since 2014 the COA has undertaken disaster mitigation measures and construction project management as well as non-construction measures to ensure the security of food crops and improve the production environment in vegetable-producing areas. As for disaster mitigation measures, we selected 14 important vegetable-producing areas, and by the end of 2019 had guided the installation of vegetable production and disaster mitigation facilities (equipment) on 240 hectares, held 23 training sessions for disaster prevention and mitigation by farmers themselves, and planned a total of 18 projects for (i) areas with production and disaster mitigation facilities and (ii) the improvement of farmland drainage bottlenecks.
The COA implemented projects in national forest compartments in Aboriginal townships covering (i) management of watersheds, (ii) mountain management and flood prevention, (iii) torrent management, and (iv) handling of landslides. For Phase 3 (2018-2019) total expenditures were NT$589.8 million, of which expenditures in 2019 were NT$300 million. In 2019, the COA managed 24 construction projects for mountain management and flood prevention, restored about 14.3 hectares of landslide area, and stabilized 584,800 cubic meters of soil. The COA has achieved the projected goals of overall management of river basin watersheds and reducing potential damage from debris flow and flooding.
