                                  (3) Promoting green energy in combination with rural industries
In coordination with the promotion of the national renewable energy policy, and in order to develop both agriculture and green energy at the same time, the COA has developed a green energy policy based on "agriculture in the main, green energy as value-added." Under the precondition of ensuring sustainable use of farmland resources, we have created the following win-win situations for rural industries and power generation:
◆ Solar energy rooftops on livestock and poultry buildings: In coordination with local (municipal, city, and county) governments, the COA has been promoting green energy facilities attached to the rooftops of livestock and poultry buildings by subsidizing solar power panels attached to these rooftops. This measure can help to upgrade poultry and livestock buildings and increase farmers’ incomes. As of the end of 2019, installed capacity was 923 MW.
◆ Combining fish farming and energy production: The COA has been promoting the installation of solar power panels on the rooftops of indoor recirculating aquaculture facilities and introducing high- tech aquaculture models. There are already two successful examples in Tainan City. We have also promoted the combination of fish ponds and solar power, constructing a demonstration area for pole-mounted photovoltaic cells at the Taixi Experimental Fishing Ground of the Mariculture Research Center of the Fisheries Research Institute. At the end of 2019 the COA organized an exhibition of the successful results of our experimentation with green energy. We also gave approval in principle to special projects proposed by Chiayi County and Tainan City.
◆ Combining agricultural water resources with green energy: The COA continued to guide irrigation associations to install photovoltaic cells over ponds and irrigation channels,

thereby combining the dual functions of irrigation and power generation. As of the end of 2019 such work had been completed at 40 locations, with installed capacity of 85.1 MW. The COA also guided the Yunlin Irrigation Association in constructing two demonstration sites for micro hydro power generation, and completed two small hydro power plants under the jurisdiction of the Hualien and Taitung irrigation associations, with installed capacity of 880 KW. These policies have effectively combined agricultural water resources with renewable energy development.
◆ Combining farm crop production and green energy: The COA continued to encourage the installation of solar power panels on rooftops of crop production and marketing facilities, such as distribution and packaging centers. As of the end of 2019 the installed capacity was 98 MW. We have been combining crop production and green energy generation, and have continued to promote agrivoltaic farms (which means the dual use of a traditional operating farm for both solar panels and cultivation). At present, 154 MW of solar power generating capacity has been installed on the rooftops of greenhouses and mushroom growing facilities.
3. Slopeland Management and Disaster Prevention as well as Watershed Management
(1) Constructing a disaster prevention and reduction system for large-scale landslides
In 2019 the COA handled disaster prevention and reduction tasks, including "strengthening crisis response capabilities for large-scale landslides," "construction of a smart disaster prevention system in areas prone to large- scale debris flow disasters," "increasing the effectiveness of management of areas prone to large-scale debris flow disasters," and "refining
