                                  fishing operators with NT$30.2 billion in loans, giving them capital needed for their operations. Among these loans, in order to coordinate with government policies such as training young manpower for agriculture and "New Agriculture," we strengthened our promotion of the "loan for youths establishing agricultural businesses," "loan for farmer organizations and agribusiness management and marketing research and innovation," "loan for leisure farms," and "loan for agricultural energy conservation and carbon- emissions reduction," providing 1,874 farmers, fishermen, and rural business operators with NT$4.5 billion in capital loans. The COA will continue to coordinate with agricultural policy objectives, and will adjust the types of loans and their content when appropriate, in order to upgrade the operational competitiveness of rural industries.
(11) Bringing fishing boat crew members within the scope of special working hours of the Labor Standards Act
Because of the special nature of fishing boat work, on May 23 of 2019 the Ministry of Labor approved "fishing boat crew member" to be one of the types of jobs covered under Article 84-1 of the "Labor Standards Act." This article henceforth applies to crew members having an employer-employee relationship who are (i) citizens of Taiwan or (ii) foreign nationals who are hired under the "Employment Service Act." Their working hours shall be determined by negotiation and contract between employer and employee, with the contract taking effect after receiving approval from the local government.
