   President Tsai Ing-wen personally inspected the first use of unmanned aerial vehicles to survey the natural disaster situation with respect to lodging of rice in the Tainan area (May 21, 2019).
During 2019, these videos were shown and clicked on a total of 5.5 million times, indicating that they were being widely used by farmers in improving cultivation management and in natural disaster prevention and response.
(8) Fishermen’s and fishing boat insurance
According to the "Regulations of Covering Insurance and Assistance for Fishermen Operating at Sea," the COA shall pay out relief funds for fishermen who are killed, missing, or disabled while conducting coastal fishing. In 2019 funds totaling NT$54.7 million were paid out in 50 cases.
In addition, on the basis of the "Directions on Succoring for Fishing Vessels in Maritime Disaster," the COA paid out relief of NT$1,075,000 for 14 vessels that could no longer operate as a result of damage caused by fire or force majeure during operations at sea.
(9) Strengthening the effectiveness of farmers’, fishermen’s, and irrigation associations
In 2019 the COA announced amendments
to the "Regulations Governing Personnel Management of Farmers’ Association" and the "Regulations for Governing Evaluation of Farmers Association’s Performance" to encourage farmers’ associations to cooperate in the promotion of major agricultural policies. We also (i) completed interviews with general manager candidates who could be appointed by selection at 29 farmers’ associations; (ii) held two training sessions to share specialized knowledge with public servants doing farmers’ association guidance in governments at various levels; (iii) held eight training sessions to share specialized knowledge and professional skills with hired employees of farmers’ associations; (iv) commissioned accountants to do financial audits of 25 farmers’ associations; (v) subsidized 46 farmers’ associations in expanding their extension and education facilities; and (vi) guided 20 farmers’ associations with their economic enterprise plans.
The COA amended some provisions of the "Regulations on Personnel Management of Fishermen’s Association" in order to ensure that fishermen’s associations avoid conflicts of
