farmers’ and fishermen’s associations and the agricultural credit guarantee mechanism, expand the common platform for financial information for the farming and fisheries sectors; establish regional agriproduct processing centers, develop niche agricultural products; help small farms to thrive while supporting agribusinesses, strengthen the promotion of "local production, local consumption."
Develop stress-tolerant varieties as well as disaster-prevention and disaster-mitigation technology, facilities, and equipment, strengthen adaptability to climate change; construct smart agriculture and green energy facilities, create innovative energy- saving circular agriculture; promote international marketing of agriproducts, break into newly rising markets overseas; deepen regional agricultural cooperation, implement the "New Southbound Policy."
Strengthen the safety and management of pharmaceuticals for animals and plants, enhance livestock slaughtering sanitation, upgrade the effectiveness of disease prevention and disease testing for animals and plants; promote traceability systems, provide safe farm, fisheries, and animal husbandry products; expand food and agricultural education, promote the use of domestically produced food ingredients in school lunches in middle and primary schools; strengthen animal protection, implement pet registration and management at the source.
Participate in the activities of international agriculture and fisheries organizations, bring distant water fisheries operations into line with international norms; construct a monitoring and management system for the positions of fishing vessels, enhance fisheries resource conservation and operational safety; promote "tourism spotlight" fishing harbors; implement the practice of keeping fish off the ground, which improves the sanitation of fish markets.
Rationally use forest resources, launch the domestic timber certification system; build up the Taiwan Ecological Network, promote the Satoyama Initiative, increase the diversified services value of forest; implement comprehensive watershed management and disaster prevention, improve conservation and management in watershed areas, construct a smart disaster prevention system for slopeland.
