and animal husbandry accounted for 49.6%, 0.03%, 17.56%, and 32.84% respectively. The preliminary estimate of the agricultural production index is 103.38 (with 2016 as the base year). As a result of the extreme weather situation, unit production volume per cultivated area declined, leading to a slide in total production volume by 4.89% compared with 2018. Crop production declined by 5.24%, fisheries production by 13.41%, and animal husbandry production by 0.48%. In terms of prices for agricultural products, in 2019 the average wholesale price index rose 1.59% compared to the previous year, with the index for farm products rising by 3.28% and that for fisheries products by 1.68%. However, the index fell for forestry and animal husbandry products, by 4.8% and 2.2% respectively.
In terms of agricultural trade, in 2019 the total value of agriproduct imports was US$15.665 billion, a slight decline of 0.97% compared to 2018. Major imported products included bulk grains and their manufactured products, oilseeds and oilseed powders, frozen meat products (mainly beef), and wood. The total value of agriproduct exports was US$5.579
billion, an increase of 2.12% compared to the previous year. Major exported products included pineapples, sugar apples, edamame, orchids, fisheries products, and animal leather and related products.
3. Major Policy Goals for 2019
Construct new agricultural models, give shape to the diversified values of agriculture; promote "direct payments on farmland," stabilize the production and marketing of agriproducts and farmers’ incomes; upgrade the environment for people working in agriculture, guide young farmers to engage in innovative operations; accelerate Rural Regeneration, drive synergy in rural development; construct demarcation, classification, and management mechanisms for agricultural development zones, and implement "agricultural uses for arable land."
Promote reform of the system of farmers’ and fishermen’s associations and irrigation associations and enhance the effectiveness of their services; strengthen oversight measures for the credit departments of
