citizens, to make them more cognizant of the quality of these products, and from there to encourage greater consumption of these products, in 2019 the COA (i) held two large events to promote domestic chicken meat; (ii) held campus educational activities on 48 occasions to promote more consumption of domestic milk by students through the concept of "two servings of milk per day" for elementary school children; and (iii) held 21 guidance activities for "local production, local consumption" of domestic pork. Through the use of multiple methods including on-site interactions, animation, printed educational materials, and short videos, we raised the willingness of consumers to purchase domestic livestock and poultry products and built up an image of high quality for such products.
Also, in order to provide resources for food and agricultural education (FAE), the COA constructed the "food and agricultural education resources platform," providing search functions for things like FAE course plans, teaching materials, and venues. In 2019, besides continuing to collect data, we also inserted a link on the platform to "results of the promotion of FAE," a special area which shows the results of the COA’s promotion of FAE for reference and learning by the general public. So far, the COA has collected 123 course plans, 402 items of teaching materials, and data on 195 venues, and in 2019 the webpage was browsed 94,095 times.
6. Ensuring the Safety of Agriproducts
(1) Strengthening the management of pesticides
A. Starting from 2009, the COA began promoting a system of extended usage of pesticides. We have amended the "Scope of Extended Usage on Types of Grouped Crops or Pests, Representative Scope of Use, and Implementation Method" seven times. By the end of 2019, the COA had announced 10,851 extended scopes of usage of pesticides for crops including tea, fruit, and vegetables. Moreover, the Ministry of Health and Welfare has amended the "Standards for Pesticide Residue Limits in Food" for a total of 2,972 items. In these ways we pro-actively and effectively resolved the problem of a lack of pesticides for minor crops.
B. To follow the international trend of reducing risks from pesticides and to ensure the safety of food and agriproducts in Taiwan, the COA has been promoting a ten-year policy for reducing chemical pesticide usage by half. The policy includes three major management strategies and 12 measures, including the following:
(a) Strengthening integrated pest management (IPM), encouraging eco-friendly farming: This strategy includes accelerating the development of biological protective materials (like biopesticides) and arranging subsidies for purchases of these materials.
