   The "APEC 2019 Expert Consultation on Reducing Food Loss and Waste for Addressing Interlinked Challenge of Food Security and Climate Change" was held in Taipei.
B. Develop climate-smart agricultural technology and practices to enhance the capacities of agricultural industries to cope with adverse impacts.
C. Adjust agricultural operations and strengthen early-warning systems and adjustment mechanisms for production and sales to stabilize agriproduct supply.
D. Construct early-warning and response systems for disasters to reduce climate risks and minimize damage to agriculture.
E. Strengthen agricultural disaster relief and insurance systems to increase risk management capacities.
F. Regularly monitor protected areas and strengthen their management to preserve biodiversity.
The COA also coordinates with the "National Climate Change Adaptation Action Programme (2018-2022)," taking responsibility in the areas of agricultural production and biodiversity while collaborating with other ministries in the areas of water resources, land use, ocean and coastal management, and disaster prevention. The COA will continue to actively engage in this issue area.
In recent years, the COA has promoted the use of reinforced greenhouses and has continued to expand the coverage of agricultural insurance. It is hoped that through measures such as agricultural cultivation system adjustments, production facilities enhancements, and production risk reductions, we can strive towards achieving the goals of reducing the risk imposed by climate change,
build a more resilient agricultural system, and ensure food security. Furthermore, based on international and domestic developments, the COA will continue to evaluate and adjust existing adaptation strategies and plans to cope with emerging challenges, in order to steadily strengthen agriculture’s adaptation capabilities, and ultimately establish a sustainable system that can cope with various risks of climate change.
(2) Putting forward APEC initiatives related to food security
In July of 2019 the COA hosted the "APEC 2019 Expert Consultation on Reducing Food Loss and Waste for Addressing Interlinked Challenge of Food Security and Climate Change" in Taipei, which was attended by some 60 representatives from APEC member economies. Attendees discussed the correlation between reducing food losses and waste, ensuring food security, and abating climate change, to guide APEC economies working
