In addition, to spread operational risk and prevent the illegal circulation of deceased livestock, the COA offers livestock insurance covering dairy cow deaths, pig deaths, and pig deaths while being transported, of which insurance for pig deaths has been made available across the entire country (including offshore islands). In 2019 a total of 8.4 million pigs were covered by death insurance, about 1.5 million pigs were covered for death while being transported, and 33,450 dairy cows were covered by death insurance.
In the past, farmers’ livelihoods depended on the vicissitudes of nature, whereas in the future, we hope to employ an insurance system which enables farmers and the government to share risk together. The COA will draw on its experiences with trial implementation of agricultural insurance, strengthen dialogue with farmers and fishermen, and reassess the content of insurance policies on a rolling basis in order to better meet the needs of farmers and fishermen. In addition, we are pro-actively seeking support for the rapid passage of an agricultural insurance law in order to put the operation of agricultural insurance on a sound basis and create a legal framework for it, making it possible for agriculture in Taiwan to develop sustainably.
