Strengthening International Agricultural Cooperation (1) Promoting participation in regional economic and trade integration agreements The results of overall negotiations in the World Trade Organization have not been up to expectations, so countries are pro-actively entering into regional or bilateral Free Trade Agreement negotiations. Given that the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) has already taken effect, Taiwan has endeavored in all aspects to prepare for participation in the second round of CPTPP negotiations. To address the impact on and take opportunities for Taiwan’s agricultural sector after entry into the CPTPP, the COA has continued collecting and collating relevant information to maintain a firm grasp on the progress of negotiations, evaluating latent impacts, and working out negotiation positions and countermeasures. In addition, the government has continued budgeting for the “Fund for Redressing Damage to Farmers Caused by Agriculture Imports.” The goals are to ensure farmers’ income, accelerate industrial transformation, and upgrade the competitiveness of the agricultural sector, in order to cope with the possible impacts of trade liberalization and seize the future opportunities arising from market liberalization for agriproducts in CPTPP members.    96
